On the 16th of May 2022 in the period 10:30 - 12:00 representatives from the Military Academy took part at the kick-off meeting that included the institutions and individuals taking part in the INTERREG IPA Cross Border Cooperation Programme "Greece - Republic of North Macedonia 2014-2020" project “Modern Tools for wildfires' and Floods' Risk punctual forecast and monitoring and innovative techniques for citizens' safeguard awareness and preparedness” (PREVEN-T).

The institutions responsible for the implementation of the project and the authority for managing the cross-border cooperation program, among others, had their presentations:

prof. Dimitros Emanouloudis from International Hellenic University, principal coordinator of the project:
prof. Mitko Bogdanoski from the Military Academy, project manager by the Military Academy,
Ms. Violeta Sotirovska, representative of the third partner in the project and end-user of the National Park "Pelister" and
Mr. Gorgos Papapostolou, Representative of INTERREG IPA Cross Border Cooperation Programme "Greece - Republic of North Macedonia 2014-2020" Joint Secretariat

This kick-off meeting was led by the project coordinator prof. Dimitros Emanouloudis from the International Hellenic University had a goal to familiarise the attendees with the details, plans and activities of the involved institutions, fine-tuning of different aspects of the project activities, explanation of financial rules and procedures, as well as share ideas about the research methodology regarding the development of the methodological framework for the PREVEN-T project.

Also, a detailed plan for the preparatory phases of the project was presented and approved by all the partners.


Objectives of the Project

In particular, the project considers integrated methods using innovative ICT tools and models to develop actions at four levels of natural disasters management:
  • Planning level: Development of rapid-response forecasting models (Information System for monitoring of fire detection and early warning, surface water and fragile vegetation pollution model, high-resolution weather model, hydrological model).
  • Prevention level: Organizing Educational and Training Seminars (e-learning platform) for students, Citizens and Civil Protection Authorities staff and Municipal employees aiming to their awareness and preparedness against Natural Disasters and Technological Risks.
  • Response level: Development of Emergency Management Frameworks that underscores the linkages between climate change and emergency management.
  • Rehabilitation level: Upgrade of a Local Information Center in the National Park “Pelister” and establishment of a Laboratory for educational and research purposes in the field of disaster and risk management in Military Academy “General Mihailo Apostolski” - Skopje, aiming to observe, confront and mitigate the impacts of natural disasters.

На 16-ти март 2022 година во периодот од 10:30 до 12:30 часот, претставници од Воената академија земаа учество на првиот транснационален состанок (почетен состанок) за проектот PREVEN-T. На состанокот учество земаа претставници кои ќе се дел од INTERREG IPA прекуграничниот проект со наслов “Современи алатки за детекција и прогноза на пожари и поплави како и употреба на иновативни техники за обука за граѓаните“ (Modern Tools for wildfires' and Floods' Risk punctual forecast and monitoring and innovative techniques for citizens' safeguard awareness and preparedness) - PREVEN-T.



Од страна на институциите носители за имплементација за проектот и од авторитетот за управување со програмата за прекугранична соработка, меѓу останатите, свое излагања имаа и:

Овој почетен состанок, го водеше координаторот на проектот проф. д-р. Димитрос Еманоулоудис, од International Hellenic University – Грција, а состанокот имаше за цел да ги запознае присутните со деталите, плановите и активностите на инволвираните институции, координирање на различни аспекти на проектните активности, објаснување на финансиските правила и процедури, како и споделување идеи за методологијата на истражувањето во врска со развојот на методолошката рамка за проектот PREVEN-T.
Исто така, беше презентиран и одобрен детален план за подготвителните фази на проектот.




Цели на проектот 



Во целина, проектот разгледува интегрирани методи за употреба на иновативни ИКТ алатки и модели за развој на активности на четири нивоа на управување со природни катастрофи:

  • Ниво на планирање: Развој на модели за брза реакција и предвидување (Информационен систем за детекција рано предупредување и следење на пожари, модел на детекција на загадување на површински води и  вегетација, временски модел со висока резолуција, хидролошки модел).
  • Ниво на превенција: Организирање на семинари за едукација и обука (платформа за е-учење) за студентите, граѓаните, органите за цивилна заштита и вработените во општините, со цел нивна поткревање на свесноста и подготвеноста за борба против природни катастрофи и технолошки ризици.
  • Ниво на одговор: Развој на упатства за управување со вонредни состојби што ги потенцира врските помеѓу климатските промени и управувањето со вонредни состојби.
  • Ниво на рехабилитација: Надградба на локалниот информативен центар во Националниот парк „Пелистер“ и формирање лабораторија за едукативни и истражувачки цели во областа на управување со катастрофи и ризици во Воената академија „Генерал Михаило Апостолски“ - Скопје, кои имаат за цел набљудување, и ублажување на влијанијата на природните катастрофи.
