Smart Education and Training PrOgram For central and local government servants: Embrace vulnerability as our greatest strength and innovative tools For risk management (SETOFF) Project aims to improve the readiness and occupational safety of both civil protection and private sector Safety and Security Personnel against future crises and emergencies by developing an innovative e-training curriculum based both on a successfully tested and implemented simulation model combined with the latest scientific knowledge and on comprehensive needs analysis. 

This project will contribute to improving the management of these risks and strengthening resilience. We would like this effort to offer a targeted set of both scientific and practical activities for implementation at national and local levels contribution and to support training and capacity building and to raise awareness of the risks and impacts of man-made and natural disasters.

Goals

PROJECT OBJECTIVES


Using the simulation facilities and online technology, the SETOFF Project will develop an e-training curriculum based on the real needs and the cognitive profile of the target groups, which can be applied in different stages of both civil protection and private sector Safety and Security training personnel:

  1. e-learning educational platform
  2. e-training modules
  3. online technologies to bring remote training closer to face-to-face training
  4. Skills Retention Service
  5. Provide visibility of EU innovative and effective disaster management practices
  6. ECVET supporting tools IMPACT & LONG-TERM BENEFITS
  7. Provide a high-quality innovative, flexible, and affordable training curriculum for both civil protection and private sector Safety and Security personnel
  8. SETOFF will raise skill and performance levels and will serve the digitalization efforts of the field
  9. Enhance VET providers offer online training with remote control practices Improve collaboration between Partners and sharing of best practices and resources
  10. Establish simulation training as a mainstream methodology
  11. In order to maximize impact, the SETOFF curriculum will be available for consultation and to be included in future disaster management training. Moreover, Trainees will be accredited to perform in their turn as future trainers.

Expected results

Result ID 1 - Disaster, Risk and Resilience training needs analysis

Comprehensive training needs analyses will be conducted in all partner countries, the aim being to determine the participant profile (e.g. volunteers, permanent personnel), task demands (all the phases of the Disaster Management Cycle, etc) as well as the knowledge and skills that need to be developed or reinforced and identify general, high-level course goals. A target audience and data collection analysis will also be conducted, since the design and delivery of educational material will be influenced by key characteristics of the learners and their individual requirements, and topic analysis will help to identify and classify the content of the courses. Good practices from the EU and other countries will also be studied to identify the impact of training simulation fidelity upon transfer of training, and the flexibility of training models on training effectiveness regarding elements of the disaster situations (i.e., smoke, heat, noise, and others). All these data will be used as input for the development of training modules.

Result ID 2 - Design and development of the e-training platform

In order to train as many both civil protection and private sector personnel with duties on Safety and Security as possible from both the career and volunteer departments, an online digital education by e-training platform will be developed to host the training modules.

The E-learning course modules will provide synchronous and asynchronous teaching. Interactive courses designed by certified educators offer high-quality training sessions, imitating traditional classroom learning, while asynchronous learning modules will enhance self-study or revision.

 

Result ID 3 -  Simulation (Discussion exercises) training for Disaster, Risk and Resilience

Disaster management is best learned by doing. To help provide safe, cost-effective, and varied training for both civil protection and private sector personnel with duties on Safety and Security, the full-scale fixed simulation (Discussion exercises) training facilities already existed and successfully implemented by the International Hellenic University in Kavala will be used. These Discussion exercises are based on a full-scale real model and it enables testing of different scenarios changing the simulation parameters. Documented on inputs from the need analysis, user profiles, and identified gaps in knowledge or experience, a training curriculum will be developed.

Result ID 4 - SETOFF e-training
The final product of the SETOFF project will consist of a collaborative, evidence-based training curriculum that will be documented the need to address existing gaps between the task at hand and current disaster management strategies and tactics, translating knowledge into practice and resulting in safer and more effective at phases of Disaster Management Cycle operations that reflect the modern crises environment.
